When flat-towing, there are 5 things that are needed. For your 1995 Jeep Wrangler, the RoadMaster Tracker Tow Bar , part # RM-020, is one part of the system, and will work well for you.
The base plates I recommend are the Roadmaster Base Plates, part # 1409-1. These brackets have a fixed-bar design and will work well with the Tracker tow bar.
I then recommend the RoadMaster Coiled, Safety Chains, part # RM-643. These vinyl-coated cables have a quick link on one end and a spring hook on the other.
For lighting, you have a couple of options. If you are going to be doing only occasional towing of your Wrangler, you may want to check out part # C6304. These are magnetic based LED lights and bypass the Wrangler wiring by connecting to your tow vehicle 4-way wiring connector.
For a more permanent system, I recommend the Roadmaster Tow Bar Wiring, part # RM-155. This system includes the lights, sockets, and wiring needed. It bypasses your Wrangler electrical system by using the signals from the towing vehicle.
Most states now require a supplemental brake system. I recommend the Roadmaster Tow Bar Braking System, part # RM-9400. This is a proportional system that is easy to install and use.
I have attached links to some helpful articles about flat-towing and also some installation and product review videos you can check out.
