There are two connectors on my 1999 ford explorer do I need to connect both sides or just one ?

If your 1999 Ford Explorer came equipped with a factory wiring harness, then the part you referenced, Tow Ready # 118241 is a correct fit. The round plug on this plug-and-play 4-pole harness connects to a matching round plug on the vehicle. While there could be multiple plugs on the vehicle only one will carry the lighting signals for a trailer.

You can use a tester like # PTW2992 to probe the wires on the vehicle plugs while the turn signals and lights are engaged. Once you confirm the plug that carries the turn, brake and running light signals
you will plug it in to the Tow Ready harness. I have linked a video for this part as well as a photo that shows you the connector.
