Im trying to decide between J10821 and HP99VR for best coverage/fit of a wheel with 205/65-10 tire, similar to your AM3H390. What is your recommendation?

I would go with the # J10821 as it is 10 inches wide and would cover the width of your tire better since your tire is over 8 inches wide and the other fender you referenced is right at 8 inches wide.
