Unfortunately, it does not Jim but I have a comparable alternative that does. To add a ladder rack to your 2021 Chevy Silverado 1500 with a 6-1/2' bed, I recommend the Adarac item # A45DJ.

The Adarac item # A45DJ also attaches to the top of your Silverado's bed rails. It uses your Silverado's stake pockets as an anchoring point, which also makes it compatible with many different styles of tonneau covers.

The Adarac item # A45DJ is a all black ladder rack with a 500 lbs capacity. It includes two 72" long x 1-1/2" wide square bars with accessory slots and tie down anchors. All mounting hardware needed to complete the installation is also included. It's also available in silver item # A4003497.

I checked with Deezee and they did not make an Invis-A-Rack Folding Ladder Rack like item # DZ951600 for your fourth generation Silverado. They discontinued them after the 2018 model year.

Is the a45dj fold or does it have to be removed for taller items?

@JimF The Adarac item # A45DJ does not fold down. You would need to unbolt the rear upright if you had something tall you needed to load into your bed. I could not find a collapsible ladder rack for your 2021 Chevy Silverado 1500. Another option would be to install a sliding ladder rack like the Thule TracRac SR item # TH34FR94NX. You would be able to push the rear uprights forward to haul around taller items.
