The closest option we have is the etrailer Forged Steel D-Ring Tie-Down Anchor # e78QV. It has a 15,600 lb working load limit, but it is unfinished and weld ready rather than powder coated.
If having a powder coated finish is important, you could apply a suitable primer and paint after welding and installation to help protect it from corrosion.
