Gary, I would not recommend using the Valterra ABS Solvent Cement part # A05-0303 for an ABS to PVC connection. It is designed specifically for ABS pipe and fittings, so it is not intended to create a proper bond between ABS and PVC materials.
For an ABS to PVC connection, you'll want to use a transition cement that is specifically formulated for joining those two different plastics together. One common example is Weld-On 794 ABS/PVC transition cement, which typically comes in a green container. Unfortunately, we do not currently carry a transition cement like that.
I completely understand wanting to get this connection right the first time, especially on a waste system where a leak can turn into a messy project very quickly. Using the proper transition cement will give you the best chance at a reliable, odor-tight connection that holds up over time.
Are you building a permanent run, or are you adding a removable section near the septic inlet?

Thanks Heather! Appreciate the response on correct needed cement type. To answer your question it is a "removable type format" for my destination trailer where I will be hooking up the pipe for drain and washout, but removing between this timing for ease of movement around the RV.
