Looking at the rx-28 Fitz model for my 16 foot trailer hauling 32foot ladders, would you advise a third bar, or is two sufficient?

As long as your stay under the 400 lb capacity of the Rack'em Fitz Enclosed Trailer Ladder Rack part # RA-28 you would not need to install any additional crossbars.
