Question:
My spare tire that is mounted on the back of the jeep is 12 inches from the hitch. Will this basket work for me? The arm that attaches the carrier to the hitch needs to be at least 12 inches

The Curt carrier # C18152. It measures 14-1/2 inches from the center of the hitch pin hole to the nearest part of the carrier would be a great solution for you. I have included a link to a help article showing how to measure and with charts showing the clearance measurements of most of the cargo carriers we carry.
