Welcome back, Allen!
The Curt 60x24 Hitch Cargo Carrier for 2" Hitches - 500 lbs Capacity - Matte Black # C18152 has 2-1/2" of lift. We have asked Curt about using the shank in a drop position in the past, to which they said no. Looking at the instructions though, I don't know why you couldn't.
The shank holds the basket sides with 3 bolts/nuts and then the front and back plates bolt onto the basket sides. Now I can't say I have done this or seen anyone do it, but again, I don't see why it couldn't be done.
That said, can I ask why you would want it to be lower? What are you wanting to carry and what are you wanting to install it in? Sorry for all the questions, but you have piqued my curiosity.

HI Lazer S, I wanted to inquire having seen a previous review. "by: Natalie S.08/13/2019 "This carrier is AWESOME! First time using it this past weekend, just a small load for camping and had never driven with anything in tow. Wouldn't even know it was there. No rattling, nothing. Extremely sturdy. We ended up putting the shank on 'upside-down' so my Jeep rear door would open once unloaded. Actually called etrailer's customer service that night to make sure we could do it that way. Very helpful and great to talk to! I highly recommend this carrier. Fits perfect with oversize rear tire as well.686967" At the time of inquiry I was looking at purchasing a waterproof storage case that would have interfered with and blocked the rear access door on my travel trailer. I would have needed 2-3 inches of drop just to get the box under the door's swing path. I didn't want to add an additional drop hitch in between the receiver and the carrier compounding weight and length to the equation. Since my inquiry I've identified a different storage case, while a good bit more expensive, it should fit under the door's swing path with a straight shaft carrier. Anything with a rise shaft will still cause issues. My height limitation from the top of my receiver to the bottom of the door path is 14.25 inches tall.
