We will be getting a Class 3 hitch on our car, will this cargo carrier fit.

Yes, as long as you are installing a Class III hitch like the Draw-Tite part # 75237 on your 2006 Toyota Sienna the Curt Cargo Carrier part # C18151 that you referenced would work well.
