Hi James; the Saris MHS UNO Modular 2-Bike Rack with Cargo Carrier # SAR72MR has a capacity of 35 lbs per bike so it will not be able to hold your QuietKat Ibex. The highest capacity option for a system like this with the basket is the Yakima EXO # Y54ZR but even that is limited to 40 lbs per bike.

Are you specifically looking for a combination basket and bike rack? The only solution I know of would be to use something like the Gen-Y Stacked Receiver # 325-GH-304. This would allow you to use separate systems like the 24x60 etrailer Cargo Carrier # e98874 and a bike rack like the # HLY84FR capable of holding an 80 lb e-bike like yours. The Gen-Y doesn't reduce tongue weight capacity on your hitch so as long as your hitch and vehicle can handle the weight of the bikes and carriers you'd be all set.
