Hey Isaac. 3" is the total width of the Steel Mounting Bracket for Peterson Stud Mount Tail Lights item # 510-9. The mounting holes are spaced 2" and 2-3/8" apart. I have attached a diagram below so you can see all the measurements.
This bracket is designed to be used with lights like the Peterson Round Trailer Tail Light item # 432000 for left hand or item # 431800 for right hand.
