Can this be installed with the spring seats upward under my leaf springs to be overslung?

Yes, it can Darin but you'll need some extra parts. The Trailer Axle with Idler Hubs item # e62YR has a bend in it, like all axles, and if you just flip the axle over this will be pointed down causing alignment issues with your tires. You run the risk of wearing your tires out quicker just inverting the axle.
What you'll need to do is install two of the Spring Seats item # TRSS175 on the opposite side of the axle at the desired location. This will give you a mounting point to use the U-Bolt Kit item # APUBR-10 to attach the axle to your leaf springs. These u-bolts are 4-1/4" long, which is the longest we have for a 1-3/4" diameter axle.
