Can I tow a small pop-up camper with this hitch on my 2019 Crosstrek (not the wilderness model)? Camper weighs about 1,200 lbs loaded.

Chris, you’re right on the edge of what this hitch is designed for, but you'll be good to go. The Trailer Mate 2" receiver # TMT94FR is rated for 1,500 lbs towing and 150 lbs tongue weight, so your 1,200-lb camper is within spec as long as most of the cargo isn't on the tongue of the trailer exceeding 150lbs. The other limiter here is your Crosstrek Subaru generally rates these around 1,500 lbs max, so you’ll want to confirm in your owner’s manual.
