Can this fit on the roof of my camper shell?

Yes, as long as your camper shell has crossbars. Jason in Bozeman runs his RodVault 2 # TH34FR23YR on Yakima HD bars over an ARE topper on his Tacoma. Just check that your bar spread is at least 28 inches and that you have enough rear clearance for the reel box when you open the camper shell's rear window/door.
I attached an image to help with this. Keep in mind it's 10 feet long so you won't want it overhanging the back too much. Luckily with a camper shell, you should have plenty of room to push it forward and overhang the truck's roof a bit.
