That is a very good question.
I am surprised we don't have anything saying whether or not that measurement includes the hook or not, so I went out to our warehouse and measured it. The Roadmaster cables # RM-655-64 measures 64" from the blunt tip of the cable to the end of the loop at the other end. It does not include the length of the hook. The hook (part # RM-910031) measures 4" over all with 3-7/16" of usable length, so the total usable length of the cable and the hook is 67-7/16".
