I just purchased the draw-tite hitch for my 2014 outback from etrailer. After placing my cargo basket I see that it is lower than what I thought I am looking at your Folding Basket Adapter for 2inch Trailer Hitch Mounted Cargo Carriers Is this adapter universal? I have an older cargo basket I purchased from northern tools in 2003. Will it change my tongue weight and does it raise the basket ?

The # 52015 Folding Basket Adapter you mentioned is designed to work with the Curt # C18150 cargo carriers. We can't guarantee fit or function with any other carrier.
Adding the adapter increases the distance between the cargo carrier and the receiver opening by 12-1/4 inches. Since this distance is really short with the Curt carrier, this doesn't present a problem. When this length is increased, more leverage is applied to the receiver tube of your hitch (just like slipping a pipe over a wrench to get more leverage to remove a stubborn bolt.) If this leverage is great enough, the receiver tube can be bent or the attachment points between the vehicle and the hitch can fail. Which would be bad.
Your tongue weight capacity would certainly be reduced, but because the adapter and your cargo carrier haven't been tested, I wouldn't care to guess how much it would be reduced.
The adapter would raise the basket by about 2 inches.
I'd recommend replacing your basket with the Curt # C18151 as it will fold up against the rear of the vehicle when not in use, and would be an excellent choice. It's also reasonably priced.
