It should, I looked up the specs on your Hobie Outback Mirage and it weighs 75 lbs, whereas the Yakima JayLow Kayak Carrier # Y04073 that you referenced has a weight of 80 lbs so it should work well for you.
You will also want to determine the roof capacity of the vehicle you plan on carrying this with and be sure not to exceed this figure either. The lowest rated component in your setup is the overall capacity since your setup is only as strong as it's weakest link. I attached a review video for this product for you to check out also.
