Hey John, unfortunately no. The Replacement Wheel Loop # 05019800000 is only going to work with tires up to 3" wide, so it won't work with 4" wide tires.
Your best bet would be to swap out your current bike rack with one like the Curt # C18085 and use the fat tire adapter kit # C18091 which will let you use tires up to 4 7/8" wide.
