Hey Bryan,
The part you're referring to is the Replacement Cover # 852-2382001 for TH460 Podium Foot Pack. This foot pack fit a massive amount of vehicles back when Thule made it so if you can give me the year/make/model of your vehicle, I can confirm if this foot pack, and ultimately the cover, will work for your vehicle (if you aren't able to try fitting it together at the moment).
If you're looking to sell it, you'll just need to advertise it as fitting the Thule 460 foot pack and whoever buys it just has to verify that to be good to go. I've attached a photo of this on a roof rack for you to get a visual of it!
