Hey David, so I have a solution that will work great but its definitely a premium priced option since what you are needing is pretty challenging to pull off with a Class I 1-1/4 inch hitch. So the only bike rack that has the 70 lb per bike weight capacity that fits Class I hitches and fat tires is the Thule Epos part # TH99XE with the fat tire straps part # TH985101.
So obviously this is a more expensive bike rack but it's literally the nicest bike rack you can get so once you get it you'll love it. It also is super lightweight too at 38 lbs which is basically unheard of for a platform rack. Worth mentioning too is that it has a ramp built in to make loading your heavier bikes as easy as possible.
The Hollywood Rack you mentioned only fits 2 inch hitches.

Hey David, how did the Thule Epos rack work out with your Prius V and the fat tire e-bikes? It sounds like the lighter weight and built-in ramp could make a big difference when loading those heavier bikes. Your feedback could really help others trying to carry similar setups on a Class I hitch.
