Yep, it sure does; the towing capacity is 3,500 lbs for the Westin Fey Diamondstep Rear Bumper with Custom Installation Kit # 61000-93500 that fits yoru 1992 Toyota pickup.
It just requires a hitch ball with a 3/4" diameter shank like part # C40018.
