Hey Dick, yes, you are going to need a brake controller. A good rule of thumb is anything over 3,000 lbs will require brakes. Something like the Tekonsha Prodigy P3 # 90195 you're looking at will work great. You're also going to need a 4-way # A35W42B and a 7-way # ETBC7 to complete the install.
This brake controller will work with trailer's up to 4 axles, is compatible with electric / electric over hydraulic brakes, and has a quick disconnect feature so you can stow it whenever it's not in use.
