Yes, it does! That questions pretty old and it looks like there's been some updates since it was posted. The correct tail light wiring kit for the 2013 Honda CR-V is the Hopkins item # HM56304. This custom fit harness plugs in behind your CR-V's tail lights and provides you with a 4-flat plug to connect to your tow vehicle.

Here are the rest of the parts you will need to flat tow your 2013 Honda CR-V:
Tow Bar and Safety Chains - etrailer SD Non-Binding Tow Bar item # e74ZR
Base Plate Kit - Roadmaster Direct-Connect Base Plate Kit - Removable Arms item # RM-521567-5
Supplemental Braking System - Blue Ox Patriot Portable Flat Tow Brake System item # BLU37TR
High Low Adapter - The tow bar needs to be within 3" of level. If you measure the height of the inside top of the hitch receiver tube on your RV, and the height difference is more than 3 inches above/below the base plate tab height, you'll need a high/low adapter. Additionally, If the owner's manual for your vehicle states to pull the #19 ACC fuse then I recommend using the Roadmaster FuseMaster Fuse Bypass item # RM76511. However, if the owner's manual states to pull both the #19 ACC fuse and the #20 ACC key lock fuse then I recommend using the Roadmaster FuseMaster Fuse Bypass Switch for Towed Vehicle item # RM76512. The FuseMaster will allow you to disengage and engage the fuse(s) without having to enter/exit the vehicle which makes them very convenient.

Do I need a brake relay? The product site says this near the bottom: ā Because this harness wires your vehicle as a combined system, a brake light relay (RM-88400 - sold separately) may be required if you use a supplemental braking system with your towing setup.ā
