Hey Neil, so we can help but we don't have a rebuild kit or an exact replacement for the Tie Down model 70lp that you referenced. The Dexter Disc # DX73FR or Drum # DX67FR actuator is going to be your best option. These are weld on actuators but we do not have any bolt on replacements.
