Hey Les,
This is going to sound silly, but Curt doesn't make just the keys available for their bike racks. Because of this, the only way to actually replace your keys is going to be with the whole arm assembly # C32WR you were looking at, which includes 2 new keys. Unfortunately you'll also have to replace the long arm too with part # C67HR, so you have keys for both sides.
I wish I could have given you a more practical solution, but this is the only thing we can offer.
