Can Gen-Y Hitch Extender be Used with Trailer with Less than 500 lb Tongue Weight

I have a 2019 ram truck 2500 crew cab long box with air bags I want to pull a tandem axle enclosed trailer with a 1500 lb side by side in it will be under the 500 lb tounge weight?
