Does this steering wheel stabilizer #RM36RR fit my 2017 Thor R/V with a F53 chassis and are all brackets and hardware included?

The Roadmaster Exact Center Steering Stabilizer # RM36RR will fit your 2017 Thor on a Ford F-53 chassis as long as the GVWR on the chassis is under 22K. If the chassis is 22K or higher for the GVWR you will need the Exact Center # RM73RR. Neither of these include the mounting kit necessary to install it.
The Mounting Brackets # RM-RBK22 are for chassis with a GVWR under 24K and we have the Brackets # RM-RBK25 for GVWR's of 24K and higher.
