Will this bar keep my handle bars from turning while attached to my 2003 Yakima BigHorn?

The Yakima Tube Top Bike Adapter # Y02531 will not stop the handle bars from moving, unfortunately. The only way that you'd be able to keep your handlebars from moving all over the place is to use a set of straps like the Saris Bike Wheel and Handlebar Stabilizer Straps # SA3033.
