Will Firestone Automatic, Pneumatic Height-Control Valve Constantly Adjust on Rough Roads

How does the axle position sensor differentiate between normal axle movement from suspension travel and static load height when stationary or traveling on a smooth highway? It seems as though this system would constantly try to adjust bag height if going down a rough road.
