Is the 165 lbs dynamic load? I would be using this on my 2019 Subaru Forester to carry a roof top clam shell tent that would be about 165 pounds.

Yes, the 165lb rating for the Malone AirFlow2 Roof Rack # MPG215 is the dynamic(driving) capacity for these. Since the tent weighs 165lbs and the roof rack is 10 you are still just under the 176lb capacity of the roof rails on your 2019 Subaru Forester.
