Question:
I have a 2018 Scotts low boy equipment trailer. I have lowered the neck of the trailer all the way down so it won’t hit my tailgate. I now ran into the problem of the ramps not going all the way down due to the neck standing high. Can a raised gooseneck ball help keep the right distance above my tailgate and make it where my ramps will go all the way down? *The picture I attched is what it does even when hooked up to the truck.

Adding a raised gooseneck ball would allow you to raise the neck back up on your trailer. I'm not sure how much you would need to fully deploy the ramp again so I would compare where you have the gooseneck now to before to see what kind of a raised ball would be required.
I'm also not sure what your setup is, but the # 16085 you looked at would raise up the gooseneck ball if yours is currently sitting down in the truck bed. This is designed to fit industry standard rails and the top of the ball sits 7-1/2" above the rails. If you can let me know more about your truck and gooseneck hitch I can see what is available.
You could also flip the axle to raise the trailer with one of the over-under kits you looked at. If you have a 2-3/8" diameter axle you would need # K71-384-00 and for a 3" diameter axle use # K71-385-00. This would raise the trailer the diameter of the axle plus the height of the leaf spring stack.
