Is the inno bike rack certified for 5th wheel rvs?

No, Ed I am sorry it is not. I checked with Inno and their Tire Hold HD Bike Rack item # IN25RR is only rated to be used behind your standard motor vehicle. It isn't built strong enough to withstand the vibrations of being mounted behind a 5th wheel trailer or any kind of motorhome. The bouncing will eventually lead to a parts failure and you'll shake the bike rack apart.
The best bike rack for a 5th wheel trailer is the Hollywood Racks RV Rider item # HLY64FR. This bike rack has an 80 lbs per bike capacity. It also fits tires up to 5" wide.
