Hi Robin H. Yes I’m thinking it’s very old any help is greatly appreciated. I’m planning on a rebuild the backing plate is welded into the axle

That was enough information right there. If it is welded to the axle a modern replacement won't work. Unless you can find parts at a scrap yard you won't be able to get replacement parts for those brakes to rebuild them either. You will need to replace the axle like I mentioned before.
You need the same length axle you have now, which is the hub face to hub face measurement, along with the same capacity. You can try to see if there is an axle tag on there identifying it. If not, it might be possible to figure out the capacity based on the bearing combination depending on the age. Once you have this information you will be able to find all of the replacement parts you need.
For example, if you found it had a 5,200 lb axle with an 89" hub face measurement you could use the Trailer Axle w/ Electric Brakes # e75SR. If you can't find an axle with the same length you could also use a universal system like the Timbren Axle-Less # ASR5200S01 which fits any trailer width.
