Question:
Looking for a heavy-duty bike rack for 2 electric bikes ~40 lbs each rated for a motorhome: 2020 Fleetwood Discovery 38K. For use in combination with a Blue Ox Ascent Towbar for flat towing a 2021 Chevy Colorado by using a Roadmaster Dual Hich Receiver adapter with a 2inch for the Tow Bar, and 6inch rise for the bike rack RM-077-6. Will we be able to carry 2 bikes with mountain bike type handlebars to clear the rear of the coach with the extra 10.25inch of horizontal extension from dual hitch adapter, and will we be able to fold up the Blue-Ox towbar under the bike rack when not in use? Would I instead need the Roadmaster 10inch rise Dual Hitch Adapter RM-077-10?

For your 2020 Fleetwood Discovery 38K I recommend going with the Hollywood Racks RV Rider Bike Rack for 2 Electric Bikes # HLY64FR.
This rack can be used at the rear of your Fleetwood Discovery while you flat tow, has a max capacity of 80 lbs per bike - for a total of 160 lbs, and since the # RM-077-6 you have has a tongue weight of 400 lbs you'll have plenty of capacity for everything.
As far as stowing the tow bars when not in use, you're going to run into a space issue unfortunately, so you'd either need to take the tow bars out, or take the bike rack out when one or the other is not in use. Since the tow bars are only ~30 lbs, I'd just pull those off when I'm not using them.
The Roadmaster # RM-077-10 would for sure give you more clearance to stow the bars, but it's hard to say without everything installed if it'll be enough or not.
