It sounds like you're looking for a trailer hitch for your scooter carrier. For your 2014 Kia Cadenza we have the Curt Trailer Hitch Receiver # C12118. This has a 1-1/4" receiver and a bolt-on installation. It has a max tongue weight of 350 lbs but you will need to check your owner's manual for the max vehicle tongue weight. You will be limited by whichever is lower.
It is also likely you will need an adapter like the # HTAD you looked at since most carriers like the # FHG67ZR will be designed for a 2" hitch. Use of an adapter will reduce your tongue weight by 50% so that would cut the max tongue weight of the hitch down to 175 lbs. If you used the carrier I just mentioned that weighs 53.95 lbs that would leave you 121 lbs of carrying capacity for your scooter.
A cargo carrier will come with a hitch pin but you would need # F-4 for the 1-1/4" - 2" adapter. Wiring would only be necessary if you have a scooter carrier with lights instead of reflectors. If that is the case, you can use the Hopkins # HM11143900 for a 4-way.
