The Fulton Spare Tire Carrier # FETC0101 is in fact made in China. For the same style spare tire carrier that is made in the USA check out the CE Smith Spare Tire Carrier # CE22007Z-11050-2. If you would like a lock for added security the # CE27202 is also available.
