Why Would An Additional Wire Cable Be Attached To a Transom Saver?

I inherited this transom saver. It has a tiny wire cable attached and I dont know what its there for. Photo attached. Please help.

It appears the additional wire was added to the Transom Saver # 315-FXH was to ensure the trailer side of the transom saver does not fall off the trailer. The motor side of the transom saver typically uses a Rubber Strap # TCTS15 to ensure this side stays attached on the motor.
