Hello, I looked under my 2019 Chev Silverado LT and I see bumpers my description above the axle that have welded to the frame mounts. These appear to be in the same position Id mount the air bags. would those have to be removed? Thank you.

Yes, the factory jounce bumper will need to be removed on your 2019 Chevrolet Silverado 1500LT to install the Air Lift LoadLifter 5000 Ultimate Plus Air Springs # AL88288. There is a bolt inside the bumper which secures it to your Silverado. I have linked an installation video below which shows you the removal at the 16:30 time stamp.
I recommend installing the Air Lift WirelessAIR Compressor System # AL58WQ when you install the air springs. This compressor has a smart manifold which will monitor the air pressure while you drive and make necessary adjustments if the pressure changes by more than 3psi. You are able to make adjustments from your smartphone using the Air Lift app so there are no other remotes to lose or air lines required to be ran inside the cab.
