How Does Tightened Pivot Bolt of Roadmaster Tow Dolly Allow Movement

IF I torque the pivot bolt to 70ft/lbs and the pad is tight how will the deck swivel thank you

While the pivot bolt part # RM-350800-00 is torqued down pretty tight the wear plate that goes between the two moving pieces allows the movement.
