Does Blue Ox Avail Come with Safety Cables

Does the BX 7420 come with safety cables? How do I figure the adapter height? My Motorhome is 17 1/4 inches from the ground up to the middle of the pinhole. My 2018 Ram 2500 is 30 1/2 inches from the ground up to the bottom bolt on the tow hook.
