I need a hitch that fits higher receiver than stock, My stock hitch drags fequently. Will this hitch fill that neec?

After looking up some pictures of the factory hitches on the 2000 Toyota 4Runner it does appear as if they hang pretty low. The Draw-Tite Max-Frame Trailer Hitch # 75091 that you referenced should sit up a few inches higher than your factory hitch and should gain you some ground clearance.
