Yes, the Curt universal base rail install kit part # C16101 is a fit for your 2003 Dodge Ram 2500. The rear rail will be located 28-5/16 inches from the rear truck bed edge and the front rail will be located using your fifth wheel hitch which will be 22 inches forward from the rear rail.
