To flat tow your 1999 Chevrolet Suburban 2500 4x4, you will need at least 5 main parts. Those parts are a base plate kit, tow bar, safety cables, tow bar wiring and a supplemental braking system. Since you have requested Blue Ox, I have recommended Blue Ox parts (other than the wiring) for your Suburban below.
Base Plate Kit: Blue Ox Base Plate Kit # BX1640
Tow Bar: Blue Ox Alpha 2 Non-Binding Tow Bar # BX7380 (includes the needed safety cables)
Tow Bar Wiring: Roadmaster 4-Diode Universal Wiring Kit for Towed Vehicles # RM-152-1676-7
Supplemental Braking System: Blue Ox Patriot Radio Frequency, Portable Braking System # BLU37TR
You may also need a high-low adapter to keep your tow set-up within 3" of level. I have included a help article that covers this and a link to our high-low adapter selection.
