The interior dimensions of the 23" x 51" UWS Cargo Carrier for 2" Hitches # UWS65XR is 20-1/2" x 48 1-/2".
As far as a floor, there is not a traditional floor but there are strips of aluminum that line the bottom vertically that act as a "floor".
