Yes it will fit your 4WD 2011 Ford Ranger made in Canada. The plow fits a 2" hitch, so the fit note saying "does not fit 2WD vehicles built in Canada" is related to the Curt Front Mount Trailer Hitch Receiver # C31063.
Per Curt, that hitch does not fit 2WD Rangers made in Canada but does fit 4WD and is what you will need with the Detail K2 Snowplow for 2" Hitches # K2AVAL8219.
