Anti rattle wont tighten. Just spins and the screw goes way out

It sounds like the threads on the anti-rattle lever may be stripped. To fix this, all you'd have to do is replace the assembly with the Replacement Anti-Rattle Bolt and Lever for Hollywood Racks Sport Rider SE Bike Racks # HRNWLB3X.
If you're still unable to get the anti-rattle to tighten, then I'd recommend contacting Hollywood Racks at that point as your rack may have some damaged internal components.
