Yes, the Curt Trailer Hitch # 13465 would work well with a Swagman bike rack to carry your mountain bikes and is a fit for your 2010 Dodge Challenger.
I am not sure which Swagman bike rack you are considering so I attached a link that has all of the Swagman bike racks we offer.
You should note that all non-trailer loads - bike racks, cargo carriers and so forth - should be supported with stabilizing straps. Failure to properly support these loads will void your hitch warranty from CURT.
