Is there a recommended 4 bike rack for use on a class A motor home when flat towing a vehicle behind the motor-home?

Yes there is! I recommend checking out the Yakima LongHaul RV Bike Rack - 4 Bikes - 2" Hitches # Y02476.
This bike rack is great because it can be used on any car, SUV, truck, van, motorhome, 5th wheel, travel trailer & flat towed vehicle that has a 2" trailer hitch on it. So if you wanted to stick it on the back of your flat towed vehicle while it's being towed you can do that, or if you're not towing anything behind your motorhome and you still want to haul your bikes, you can stick this on the back of your motorhome and be on your way.
This bike rack also has that 4-bike carrying capacity you're looking for, you'll just want to make sure that you don't overload the rack's 150-lbs (37.5-lbs each) capacity or else you risk damaging the bike rack.
