Is AKHD-545-2-2K 7 inch drum hub compatible with Dexter 7 electric drum brakes and the Timbren axle-less 1,200 lb suspension? Will be running 12 inch 5x4.5 rims with 4.80x12 tires.

Yep!
The trailer hub and drum # AKHD-545-2-2K you were looking at is compatible with 7" Dexter brakes like the # 23-47-48.
In addition these are both compatible with the Timbren 1,200lb Axle-less # ASR1200S04 you're wanting, and you'll be good going with a 12" wheel with a 4.80-12 tire like the # AM30670 you had been looking at as well.
